    No, the HOA is not an independent governing body. We are responsible for enforcing the neighborhood covenants, but any legal action requires hiring an attorney.
  • What does it cost to resolve major legal issues in the neighborhood?
    When legal action is needed, attorney costs range from $2,500 to $6,500 per incident without going to court. If a case goes to court, the cost increases to $10,000 to $20,000. To avoid these expenses, we try to resolve issues without legal action whenever possible.
County Rules & Regulations
  • Are HOA rules the same as city rules?
    No, Ashmoor Parke falls under Warren County’s jurisdiction, not the city. This means county regulations apply, and they may differ from city rules.
  • Can the HOA enforce fireworks regulations?
    No, fireworks regulations fall under county law, and the HOA does not have enforcement authority.
  • Who owns and maintains the streets, sidewalks, and grassy areas between them?
    These areas are owned and maintained by Warren County. Any issues or changes (such as repairs or modifications) must go through the county government channels.
  • Can speed bumps be added to slow down traffic?
    No, we have been told speed bumps are not allowed because first responders prohibit them due to the damage they cause to emergency vehicles.
Parking & Street Safety
  • Where should I avoid parking?
    Do not park on sidewalks or grassy areas. The Warren County Sheriff has the authority to tow vehicles violating this rule.
  • Why is it a problem to park on both sides of the street?
    Parking on both sides can block emergency vehicle access. If a first responder vehicle cannot pass through and damages your car while responding to an emergency, you will be liable for any repairs to both your vehicle and their equipment.
Streetlights & Utility Services
  • Who should I contact if a streetlight goes out?
  • WRECC will fix it for free because this service is included in your annual property taxes. Call Warren Rural Electric Cooperative (WRECC) and provide:
  • The house number closest to the pole
  • The pole number (e.g., 7 or 12)
Neighborhood Etiquette & Responsibilities
  • What should I do if I see a neighbor violating HOA covenants?
    Please approach your neighbor politely and explain the HOA rules. Many violations happen because homeowners are unaware of the covenants.
  • How quickly does the HOA respond to requests and concerns?
    We strive to respond promptly, but many factors can cause delays. Please be patient, and we will address issues as soon as possible.
HOA Dues & Financial Considerations
  • How does the HOA determine annual dues increases?
    Annual HOA dues may need to increase to keep up with rising costs for legal services, landscaping, and general upkeep. However, the HOA Board is committed to being financially responsible and considerate of homeowners. Dues will only be raised in accordance with the neighborhood covenants, and we will carefully review the budget, cut costs where possible, and make mindful decisions. Plenty of advance notice will be given before any changes, ensuring homeowners have time to prepare. Our goal is to balance neighborhood upkeep with financial fairness for all residents.
Community Events & Large Gatherings
  • Can I host a large event at my home or in the neighborhood?
    Large gatherings should be held outside of Ashmoor Parke. Too many cars and people can:

Violate Fire Marshal regulations

Create parking issues for neighbors

Cause unnecessary disruptions

  • Are there any guidelines for hosting parties?
    Yes, when hosting a gathering, please be considerate of your neighbors by keeping music, noise levels, and parking under control to avoid disturbances.
Yard Maintenance & Upkeep
  • What are the HOA guidelines for yard maintenance?
    During the growing season, homeowners are required to keep their lawns mowed, yards well-maintained, and decorative shrubbery trimmed. In the non-growing season, yards must still be kept tidy and free of debris to maintain the neighborhood’s appearance.
  • Do I need to clean my vinyl fencing regularly?
    Yes, homeowners are responsible for the regular seasonal cleaning of vinyl fencing to maintain a neat and uniform appearance throughout the neighborhood.
  • Where should I store my garbage cans?
    Garbage cans must not be visible from the street, except on designated trash pickup days. This includes storing them on the side of the house if they are visible from the road.
